Professor Joseph M. Kelly
Joseph Kelly, Ph.D., J.D. is professor of Business law at SUNY College Buffalo. He is licensed to practice law in Nevada, Illinois and Wisconsin. His Law Review article "Internet Gambling Law" 26 William Mitchell Law Review pp 117-177 (2000), was cited three times in the Final Report of the National Gambling Impact Study Commission, and the two chapters on On-line Gambling in the Gambling Review Report (presented to Parliament by the Secretary of State for Culture, Media and Sport, July 2001. His publications in gaming and other topics have been cited as authority by federal district and appellate courts as well as state appellate and supreme courts. He, along with Frank Catania, has recently drafted Internet Gaming Regulations for the Free Trade Zone (FTZ) of Antigua. From 1985 until 1998, he was chair or co-chair of the International Bar Association Section on Gaming and Sports Law.
